I use baggies, too, but have had a couple of bad experiences when I put a recently used wet worm into the baggie and sealed it shut. Fungus! Once had to throw away about 20 Power Worms because of this, now I just dispose of any wet worms.

I use a ring binder, same principal, except the bags are in a ring binder. You can flip though them quickly and locate what you need.
Bass Pro markets the one I own but there are several out there.

I purchased a worm bag. It’s a small zippered bag with handles about twice the size of cosmetics type of bag we all use when we travel. I leave the baits in the baggise they come in and store all plastic baits in that one bag. Works well for me as the plastics don’t seem to fit in my other tackle boxes of hard baits. It’s always the first bag I grab when I’m packing up…. love these plastic baits and trailer baits for jigs!

I just stuff mine in the bag they come in back in the front pocket of my tackle bag. If any get messed up it’s just an excuse to go my some more.

2.5 gallon jumbo zip lock bags. Keep all the plastics in their original packaging then put that bag in the jumbo.
One bag for finesse worms (5 inches or shorter)
One bag for bigger worms
One bag for frogs
One bag for lizards and creatures
One bag for craws
One bag for flukes/swim bait platics
One bag for jig trailers
One bag for crappie plastics grubs/sliders/etc

I take the same basis approach as Phillip. I also keep an extra zip lock for all plastics that have been used and then set aside (when I switch to another bait) but are still usable. This bag is my first stop for when I’m rigging a bait, to see if I have a loose bait in the style I’m looking for.
I used to keep plastics in trays in my box, but since my box loads vertically, they get warped when store for long periods of time. If you have a front loading tackle bag, you won’t have this issue.
