Tried to fish upper Hart from the boat but just too windy. Caught 5 off the dam then moved to lower Hart. Fished from the bank in several areas and caught fish everywhere. All were shallow and 5 to 30 feet off the shore. Texas rigged green pumpkin salt craw was the only bait I used because it kept working. Largest fish was 4 pounds even and 9 others over 3 pounds. Water temperature was 64 degrees. Only 6 inches of visibility.
